Roll Call - Councilor Jacobs, McNabb Hunter, and Mayor Carnicelli –
Present.  Councilor Dempsey absent.

City Staff Present – John Salomone, City Manager; Beatrice O’Hora, Comptroller; Debra McCormick, City Clerk; Thomas Leone, Corporation Counsel; Bea O’Hora, Comptroller.

Presentations and Proclamations –
Mayor Carnicelli introduced Karen Stewart, Cayuga County Elder Abuse Counselor.  Ms. Stewart spoke about this topic and presented a video.

Mayor Carnicelli introduced Dereth Glance, Program Director for Citizens Campaign for the Environment.  Ms. Glance gave a presentation about the risks of lawn pesticides.  

Councilor Hunter asked for clarification on how proclamations and resolutions are brought before Council.  Mayor Carnicelli, the City Manager and Corporation Counsel responded.

City Manager John Salomone followed up on a recap item form last weeks meeting regarding the large flag for the front of city hall.

Work Session

City Insurance Issues
City Manager John Salomone provided information regarding the status of  the city’s current liablity insurance carrier, Kemper.  Kemper will not be offering coverage for the City by July.  Kemper is getting out of this business.  The City’s representative from the Wright Agency spoke to explain what was happening with Kemper.  Mr. Salomone explained that he city must go to bid as soon as possible to have arrangements with a new company by July.  He reported that this is a $440,000. item in the budget.  May 15 is the target date for getting bids out.

Other Business
Mayor Carnicelli asked about two agenda items from the last meeting.  She also passed on a letter from Avian Defuser Company.  This company offers a tool to help reduce large flocks of birds.

Councilor Hunter asked about the size and age of the large flag that has been destroyed.  He wanted to see it replaced even if it does cost $500. plus.  He also commented on the Planning Board meeting held on Tuesday evening regarding rezoning of the N. Lewis St. /Grant Ave land.  Councilor Hunter asked when the decision on Request for Proposals for banking services would come before Council.  Mr. Leone reported at it would next week’s meeting.

Councilor Jacobs commented that he felt flags should be placed at the two City owned cemeteries and at the Public Works Garage.

Public to be Heard –
Tony Petrosino, 28 Main St. - - spoke to explain why he thought his kids should be able to play basketball in the street.  He wants them to be able to play in front of his house.
